SYKESVILLE — Carroll County should have its first speed cameras installed this year following the Sykesville Town Council's vote tonight (Monday) to approve a speed camera ordinance.

At its meeting at the Town House and after a second public hearing, the council voted 5-1 in favor of speed cameras. Mayor Mike Miller and council members Leslie Reed, Frank Robert Jr., Ian Shaw and Chris True voted in favor while Councilman Leo Keenan voted against. Councilman Scott Sanzone was absent.

"I'm ecstatic," Police Chief John Williams Jr., told The Eagle. "Time and time again, the number one issue in our town is speeding, speeding, speeding."

The town expects to operate three mobile speed camera units in three school areas/zones for speed cameras:

• Ava Wanas Montessori School, 7590 College Road;

• Springfield Presbyterian School/Stepping Stones Pre-School, 7300 Spout Hill Road; and

• Sykesville Middle School, 7301 Springfield Ave.

Guy Babylon, 52, died Wednesday evening, September 2, 2009, in Los Angeles, California, according to family sources and Elton John’s official website.

He was born on December 20, 1956, in New Windsor, the son of Graham and Mary Babylon, owners of the Babylon Vault Company, a Carroll County business that has manufactured burial vaults since 1930.

After he attended Francis Scott Key High School he earned his BFA in music composition from the University of South Florida.

Planting kicks off city's tree replacement effort

WESTMINSTER — In commemorating Arbor Day, the City of Westminster Tree Commission this week announced a project to replace dead or dying trees in downtown Westminster.

As part of the effort, the city planted three cherry trees at Belle Grove Square in a ceremony April 2. At the event, Mayor Tom Ferguson read an Arbor Day proclamation.

The trees are replacements for others that were in poor health. Another three trees, also replacements due to poor health, will be planted on Willis Street in cooperation with the Parkview condominium association.

An additional 11 trees will be installed on West Main Street, Pennsylvania Avenue and John Street, replacing trees that have been removed or have died.

Moving to the next chapter of the Eagle story

Our big news this week -- that this week is the last print version of The Westminster Eagle, and that we're combining many of its elements into an expanded version of our countywide Carroll Eagle and concentrating on an online Westminster Eagle version -- is bittersweet for members of The Eagle staff.

After all, we've come together under The Westminster Eagle banner, and formed great bonds with the community and its leaders over the past four-and-a-half years.

But we're excited about the additional Westminster coverage we'll be able to provide with the online version of The Westminster Eagle at www.explorecarroll.com. It will include an expanded community calendar, forums for interactive comment, breaking news, Eagle Alerts and more.

We'll have our familiar features online as well, including our columns by Hoby Wolf, Cathy Drinkwater Better and David Grand, sports coverage, local education news and more.

We're also energized over the expansion of The Carroll Eagle, our sister publication that will be growing in terms of size, distribution and content. Many of the familiar Westminster features will now be in The Carroll Eagle. You can get it delivered to your home with the Sunday edition of The Baltimore Sun. We'll also be distributing it free at key locations throughout the community, including our familiar paper boxes.

Finally, we are happy to announce that one other piece of our local coverage puzzle has also solidified -- our satellite office, at 1942 Bethel Road just off Route 140, is up and running. We have a box for residents to drop items off to us any time, and our staff now has regular office hours -- though be sure to call ahead if you plan to visit, as we're usually in the field.

Though some things are changing at The Westminster Eagle, a few key things won't.

First, our phone number is still 410-386-0334, and our staff phone extensions and e-mail addresses also remain the same.

Secondly, our mailing address is still P.O. Box 493, Westminster, MD 21158.

Steven Wantz, executive director of the Carroll Community College Foundation, describes the Random House Book Fair, held on the Westminster college campus for the past 11 years, as both a fund-raising and a friend-raising event.

"Over the past 12 years, it has raised over $200,000," Wantz said of the fair, which takes place Friday, March 6 and Saturday, March 7.

Proceeds from the two-day fair provide scholarships and financial aid to the college's students. In recent years, the fair has drawn about 3,500 people to the campus.

"It's an opportunity for people who have never been on our campus -- or who don't get here very often — to come out and get a peek at an institution that our county commissioners have described as 'the gem of Carroll County,' " Wantz said.

"People can come out and see what's changed and what's new here," he added. "Elements of the book fair (see related article "Books are back in town" for full schedule) are spread throughout the campus, so they get to see what's going on around the college."

Wantz said that in the past five or six years, he and his colleagues at the foundation have gone to great lengths to make the fair a family-oriented event. The Saturday schedule, for example, features a children's activities area ($2), and free events including story times, science presentations and even free children's books, while supplies last.

The emphasis, he said, is "creating a passion for reading in young people."

"There are so many activities this year for young families that you'll need at least a couple of hours to experience the whole thing," he added.

"We're hoping that at this point of the winter, people are fed up with being stuck at home and will come spend the day with us," Wantz said.

In recent years, one of the fair's most successful draws is the Friday night movie at the college's Scott Theater. This year, the Walt Disney movie "Bolt," will be featured — twice.

"We actually sold out and had to turn people away from the movie for the past two years," Wantz recalled. "So this year, we're having two showings, one at 4 p.m. and another at 7 p.m.

"Also, 'Bolt' isn't out yet on DVD, so you can come out to the college and still see it on the big screen," he added.

Wantz said it's yet another barometer of the book fair's appeal that many authors and vendors return year after year.

One of these is John Hoffert, a Hanover, Pa., resident who has written several thrillers, including "The Zero Factor," "Aphrodite's Redemption" and "The Time of Reckoning" — part of what he calls "The Lion" Series.

Hoffert has rented a table and been selling and signing copies of his books at the fair every year for the past five, and he'll be back again this year.

"It's a really good venue, and ... they don't charge vendors an exorbitant up-front fee," said Hoffert, who hopes to finish the latest novel in the Lion Series, "Pyrrhic Victory: The Lion's Wrath," later this year. (For an excerpt, visit www.JohnHoffert.com.)

"As book fairs go, it's just the right size," he added. "I was at a really big book fair in Philadelphia not too long ago, and there were hoards of people, but most of them had come to see the big-name writers. Independents like me really did get lost in the shuffle.

"It's definitely much friendlier — and much more manageable," he said.

Olympians receive a special gift of warmth

When Sandi Schneider was 8, she awoke on Christmas morning to find her home's front hallway filled with toys and presents for her and her two brothers.

The gifts had not come from her family, but from complete strangers.

"My mother died when I was very young just before Christmas," Schneider explains of her childhood in Pittsburgh.

"My family grew up so poor," she said. "We had nothing."

While at the time she didn't think anything of it, today she is overwhelmed with the generosity that a local organization showered upon her family.

Today, Schneider is "warm and well fed" and wants nothing but to help others — just as she was helped those many years ago.

"I have just always wanted to do something to give back to the community," said Schneider, explaining the main purpose behind, Hugs and Stitches, an organization she helped create.

The local group provides knitted and crocheted items for Shepherd's Staff and other organizations. This month marks the weekly group's fourth anniversary.

"We typically knit between 800 to 1,000 scarves, 300 to 400 hats and about 100 pairs of mittens for Shepherd's Staff," Schneider said, adding with a chuckle, "We have only one little old lady who does mittens."

While Shepherd's Staff is the group's biggest project, Hugs and Stitches creates various items for other organizations and groups.

Recently, members made more than two dozen maroon and white scarves for Carroll County's Special Olympics team in preparation for the Olympians' ski trip.

"I thought it was fantastic, I thought it was wonderful they did this," said Karen Koenigsberg, whose daughter, Stephanie Carpegna, is a member of the ski team and a recipient of a scarf.

"This is the first year they've done it (for the team)," Koenigsberg added.

Every Tuesday evening about a dozen of the group's 20-plus members gather to knit or crochet items for the group's charities.

"Any yarn you take has to be made into one of our programs," Schneider said of the group's simple rules. "Anything made at our group (meeting) has to go to the group's programs."

Schneider provides all the yarn, though the group does accept donations. Members bring their own hooks and needles.

The charity recipients aren't the only ones who benefit from the sessions, however.

"We get benefits, too," said Rosalie Duncan, who has been a member almost from the start. "I like the camaraderie and the opportunity to learn different stitches and patterns."

Schneider noted that the group is not "a teaching group," but she acknowledges that members do "show and tell" what they've done over the week.

"One girl makes so much it is beyond words," Schneider said. "They're just a great bunch of girls in their mid-20s to late-80s, every age group you could possibly want -- but you would never know there was any age difference."

Even members who can't come every week often send in their completed items with someone.

"I have met some nice people," Duncan said. "We enjoy the giving part of it and helping some body else, and also enjoy the learning part and having a good time. It's a win-win situation."

"I'm just thrilled," Schneider said of her group. "They are all just so dedicated. They're there every week and turn in as much as they can."

Carroll County's art scene recently revealed a bright spot in a bleak winter landscape with the opening of Off Track Art Gallery in downtown Westminster.

The gallery is a cooperative of 20 local artists, and is located at 11 Liberty St., at the corner of Main Street and Route 27. It's open six days a week: Monday through Wednesday, noon to 6 p.m., Thursday and Friday noon to 7 p.m., and Saturdays 10 a.m. to 5 p.m.

As one might guess from its name, the gallery is just beside the train tracks. However, the name also describes the artists being a bit "off center" and eclectic, with varied styles and talents represented in the diverse display.

During gallery hours, an artist member is present at all times. As a result, shoppers are guaranteed an interaction with an artist whose work is showcased.

"There is something really satisfying about knowing the person that made the object you just purchased," said Gail Elwell, one of the founding artists.

"If visitors stop by every time they come to Westminster, it's conceivable that they could meet a different artist each visit and be treated to a personal tour of that person's artwork," added Melinda Byrd, another local artist whose work is featured in the display.

The artwork offered is as varied as the artists who have created it. All work is original, and most artists are creating works that are exclusive to the gallery.

"The artwork will be that which no one has ever seen from me before," said Byrd.

The objective of the co-op is to sponsor the artwork of its members, and to provide support for the local arts community in Westminster.

"Downtown is a great place, and has the potential to be an even more wonderful destination with the arts as a centerpiece," said Pam Zappardino.

"I really hope that Off Track Art can play a part in making downtown Westminster a true arts and entertainment district," she said.

Off Track Art Gallery, 11 Liberty St., Westminster, is open Monday through Wednesday, noon to 6 p.m., Thursday and Friday noon to 7 p.m., and Saturdays 10 a.m. to 5 p.m. Artists include:

As it is with nearly every Maryland county, Carroll has its own list of historical "firsts."

In Carroll County, for instance, the first rural free delivery postal route in the nation was established (in 1899).

The very first reaping machine was invented and patented here (1839). And in 1764, the first Methodist congregation in North America met near present-day New Windsor.

Yet unlike Maryland counties such as Anne Arundel or Washington counties, Carroll did not host key events in the founding of the nation or endure the trauma of a major Civil War battle.

That's why veteran filmmaker and Westminster resident Marilyn Maguire assumed a more grassroots perspective in 2007 when she began mapping out "Carroll County's Legacy," her recently completed 58-minute-long video history of her adopted home county.

"Joe Getty (one of numerous local historians interviewed in 'Carroll County's Legacy') has the perfect line that you hear very early in the film," Maguire explains.

Getty, in recounting the various waves of English, Irish and Pennsylvania-Germans who comprised the county's earliest white inhabitants, notes:

"The history of Carroll County is the history of everyday life, of ordinary people doing ordinary things, and so when you talk about our history you're talking about the thread of everyday living in the patchwork of Carroll County's history."

Living 'Legacy'

The Carroll County Community Media Center will hold the premiere of the television documentary "Carroll County's Legacy" on Wednesday, Jan. 7, at 6 p.m., at the Community Media Center, 1301 Washington Road in Westminster. The screening will be followed by a question and answer period with the producer, Marilyn Maguire of Maryland Public Television. The premiere is free and open to the public, although reservations are requested. To RSVP, call 410-386-4415.
