From constables to bailiffs to chiefs, a history of Westminster policing

More than 90 years ago — on Dec. 6, 1920, to be precise — the Westminster Common Council approved the appointment of two additional "night patrolmen" to the ranks of the Westminster Police Department.

According to an old file copy of the history of the Westminster Police Department, "It was felt that there existed inadequate protection due to the number of frequent 'robberies and bank holdups.' "

The first recorded "constable" in the city's history was William Grumbine, appointed June 20, 1839 — just two days after the city passed its ordinance establishing town constables, according to the police history account.

Baltimore football and Westminster have a long history together By Kevin Dayhoff


Certainly many people were disappointed when the Baltimore Ravens announced Dec. 2 that the team will not be returning to its McDaniel College summer training camp.

In a Carroll Eagle article that day on ExploreCarroll.com, Westminster Mayor Utz spoke for many, "It's almost a 50-year tradition that's being broken… That's the sad part about it."

The tradition and history of Baltimore football and Westminster first began when the newspaper announced ran on Feb. 11, 1949, "College Campus To Be Used By Colts … Coach Isbell Expects to Bring 55 Players to Train, Starting in July … Baltimore's football Colts are going to train at Western Maryland College this year."

Fluxus - An art movement begun in 1961/1962, which flourished throughout the 1960s, and into the 1970s. Characterized by a strongly Dadaist attitude, Fluxus promoted artistic experimentation mixed with social and political activism, an often celebrated anarchistic change. Although Germany was its principal location, Fluxus was an international avant-gardemovement active in major Dutch, English, French, Swedish, and American cities. Its participants were a divergent group of individualists whose most common theme was their delight inspontaneity and humor. 


Fluxus members avoided any limiting art theories, and spurned pure aesthetic objectives, producing such mixed-media works as found poems, mail art, silent orchestras, and collages of such readily available materials as scavanged posters, newspapers, and other ephemera. Their activities resulted in many events or situations, often called "Aktions" works challenging definitions of art as focused on objects -- performances, guerilla or street theater, concerts of electronic music many of them similar to what in America were known as Happenings.

    Joseph Beuysb. 1921, Krefeld, Germany; d. 1986, DĂĽsseldorf

    Joseph Beuys was born May 12, 1921, in Krefeld, Germany

    During his school years in Kleve, Beuys was exposed to the work of Achilles Moortgat, whose studio he often visited, and was inspired by the sculptures of Wilhelm Lehmbruck. Beuys began to study medicine in 1940, but his studies were interrupted when he joined the army and served as a fighter pilot. 

    During a mission in 1943, he was badly injured when his plane crashed in a desolate region of south Russia. This experience would resonate in all of his later work...

    Adults and teenagers enjoy presents, too, and that's why the Neighbor in Need's holiday shop tries to offer something for every member of the family, from young to old.

    "Who wants to wake up on Christmas morning and not have something?' said Holly Hutchins, deputy director of the program. "That's the focus of the program, we serve the whole household."

    Created in 1987 through the Human Services Program of Carroll County, Neighbors in Need has the goal of helping low income families and individuals during the holidays.
