Fundraiser scheduled for fallen Baltimore Co. police officer Jason Schneider this Sunday

Fundraiser scheduled for fallen Baltimore Co. police officer Jason Schneider this Sunday

By Kevin E. Dayhoff, Wednesday, September 25, 2013

Please read more on Patch:

A fundraiser honoring fallen Baltimore County Police Officer First Class Jason Schneider is scheduled to take place this Sunday, Sept. 29th, at the Humidour Cigar Shoppe in Cockeysville from 11 a.m. to 5 p.m.

The Fraternal Order of Police Lodge #4 is hosting the event for the fallen police officer at 2 Sherwood Road. The cost for food, beer and beverages is $5.00 per person for police, firefighters/EMS, teachers and their families. The cost to the general public is $10.00 per person. There will be a limited selection of mixed drinks available at a cash bar on the trailer. Bartenders from the Hard Yacht Café will be on hand to assist the Tailgate Taskforce volunteers.

Schneider, 36 years old of Manchester, died at Shock Trauma after being shot while serving a warrant in Precinct 1/Wilkens on August 28, 2013.

He was born February 11, 1977 in California, the son of Charles Dennis Schneider and Karen Ann Buchheister Schneider. He was the husband of Ericka Nicole Fulton Schneider and is survived by his two children Brandon and Kayla, two brothers and their spouses, Kenneth and Autumn Schneider of Hampstead and Michael and Nicole Schneider of Westminster.

He was a 1995 graduate of North Carroll High School. After his graduation, served in the U.S Marine Corps. In addition to his duties as a police officer, Schneider was a member of the Baltimore County Police Swat Team for the past 9 years.

According to a Baltimore County police report, several weeks before the shooting, “On August 19 at 10:11 pm, officers responded for a shooting in the 100 block of Winters Lane. A 29-year-old man got into an argument with the suspect, and the suspect shot him. The victim was transported to the hospital and is expected to survive his injuries.

“That investigation led detectives to a home in the unit block of Roberts Avenue on the morning of August 28. Tactical officers, including Officer Schneider, entered the home and encountered several subjects. At least one of the subjects was armed with a handgun and there was an exchange of gunfire. The officer and the suspect were both shot.

“Another officer also discharged his weapon. The officer involved in the shooting will be placed on administrative leave pending the investigation.
The incident remains under investigation.”

Schneider was well-known and respected in the close-knit circles of law enforcement and hundreds and hundreds of police officers from all over the mid-Atlantic region converged at the viewing at the Eckhardt Funeral home in Manchester on Friday, August 30. Gov. Martin O’Malley also visited with friends and family and spent a great deal of time with Schneider’s widow and children at the funeral home.

A Requiem Mass was celebrated on Saturday, August 31, at St. Bartholomew Roman Catholic Church, Rev. Fr. Michael Roach officiated. Schneider was finally laid to rest after the funeral in Dulaney Valley Memorial Gardens. Hundreds of first responders and police officers lined the funeral route to the cemetery.

“At this Sunday’s fundraiser, there will be plenty of food and drinks,” say organizers, “as well as raffles and auctions for prizes and gift baskets including wine, restaurant gift cards, cigars, firearms, a fishing charter, rounds of golf, a photo shoot, jewelry, overnight stay in an historic home and more! They'll also have multiple screens showing the football game, for those interested.”

A portion of the day’s sales and all proceeds from lunch tickets, the silent auction and raffles will be donated to the Memorial Fund established by the FOP Lodge #4 in honor of Fallen Hero Officer Jason Schneider to help his wife and kids.

According to information obtained from persons closely involved in putting the event together, “All items for raffle and auction, food, beverages, tents, port-a-johns, and everything else planned for the event are 100% donated. The cost for this event is still at ZERO, so every penny spent will go directly to the Jason Schneider Memorial Fund.

“The business community has really come through with an overwhelming show of support; in addition to the items listed below we have pre-raised over $4500.00. We have custom T-shirts being made up to thank those who spend $200.00 or more on Sunday, as well as stickers with the same logo for the first 300 attendees. The shirts will not be available afterwards. All SWAT operators (any jurisdiction) will have complimentary VIP access.”

Parking will be available at the business park just up Sherwood Road (there is staircase leading to the Humidour). The Episcopal church across the street has opened up their parking lot starting at 1pm. Overflow parking is available in the business/industry park located off of Railroad Avenue, and we will be running a shuttle from the parking lot of Titan Crossfit after 12pm.

For those who cannot make it to this Sunday’s event, contributions may be made to F.O.P. LODGE #4 and include on the memo line SCHNEIDER MEMORIAL FUND; mail the check to F.O.P. Lodge #4, 9304 Harford Road, Baltimore, MD 21234

Eagle Archive: In 1879, it didn't take much to get run out of Westminster

Early spring 1879 bore witness to a curious number of low crimes and misdemeanors in Carroll County.

Historian Jay Graybeal brought a number of the stories to life a few years ago in research he conducted for the Historical Society of Carroll County.

[…]

Ahhh, the good old days. Can judges today order folks to leave town?

Seems to me that running certain folks out of town would be the perfect way to solve a few problems.

Robber remains at large after taking cash

By Kevin Dayhoff

Posted 6/17/11

The Carroll County Sheriff’s Office is seeking information regarding the identity and location of a lone gunman who remains at large after robbing the 7-11 convenience store in Union Bridge late Tuesday morning.

According to the Carroll County Sheriff’s Office, around 2:20 a.m., sheriff’s deputies responded to a hold-up alarm in the 100-block of Main Street in Union Bridge.

Sheriff’s Office spokesperson, Major Phillip S. Kasten, reports the initial investigation has revealed that “a white male approximately 5’-10” tall wearing a black ‘hoodie,’ white mask, and black gloves entered the store displaying a handgun and demanded money from the cashier.”

No one was hurt in the robbery.

The suspect then fled from the store on foot after taking an undisclosed amount of cash.

The Sheriff’s Office investigation is continuing.  Anyone with information about this incident is asked to contact Detective Corporal Doug Epperson at 410-386-2574, or the toll free anonymous TIPS Hotline at 1-888-399-TIPP (8477).

In addition to this convenience store robbery, "The police are investigating three separate robberies that occurred Friday and Saturday," according to Carroll Times reporter Alisha George...  http://www.carrollcountytimes.com/news/crime/police-inspecting-three-separate-robberies/article_02623390-9a29-11e0-8973-001cc4c03286.html

Union Bridge - A pair of trousers was stolen early in the evening from the wash line of Mrs. John Pittinger about a week ago.

We were under the impression that thievery was entirely confined to booze the past year or two.

New Windsor - It is rumored that robbers have entered, or attempted to enter, several houses in town in the recent past, and that they visited the home of Erscie Benedict last Saturday night during the absence of the family, getting away with a supply of their butchering stuff, consisting of sausage, pudding, &c.

Should they continue on their rounds, it is hoped that may get all that is due them.

SYKESVILLE — Carroll County should have its first speed cameras installed this year following the Sykesville Town Council's vote tonight (Monday) to approve a speed camera ordinance.

At its meeting at the Town House and after a second public hearing, the council voted 5-1 in favor of speed cameras. Mayor Mike Miller and council members Leslie Reed, Frank Robert Jr., Ian Shaw and Chris True voted in favor while Councilman Leo Keenan voted against. Councilman Scott Sanzone was absent.

"I'm ecstatic," Police Chief John Williams Jr., told The Eagle. "Time and time again, the number one issue in our town is speeding, speeding, speeding."

The town expects to operate three mobile speed camera units in three school areas/zones for speed cameras:

• Ava Wanas Montessori School, 7590 College Road;

• Springfield Presbyterian School/Stepping Stones Pre-School, 7300 Spout Hill Road; and

• Sykesville Middle School, 7301 Springfield Ave.

As the New Year approaches and we look back upon local history, we're reminded that the good old days weren't always that good, and the more things change, the more they remain the same:

A Dec. 30, 1971, article in the now-defunct Democratic Advocate noted that, "Unknown burglars broke into the J.C. Penny department store over the weekend, ransacked the offices, and stole a $1.59 flashlight from the basement work table, the Westminster city police reported.

The Police Harassment edition of Community Policing

The Police Harassment edition of Community Policing

(I received this in an e-mail from a reliable source. Yet, nevertheless, I did go about attempting to verify it in anyway. If the e-mail is not real, then it needs to be…)

Shhh...Special Insider Stuff.

Police Harassment

Recently, the Chula Vista Police Department ran an e-mail forum (a question and answer exchange) with the topic being, "Community Policing."

One of the civilian email participants posed the following question, "I would like to know how it is possible for police officers to continually harass people and get away with it?"

From the "other side" (the law enforcement side) Sgt. Bennett, obviously a cop with a sense of humor replied:

"First of all, let me tell you this...it's not easy. In Chula Vista, we average one cop for every 600 people. Only about 60% of those cops are on general duty (or what you might refer to as "patrol") where we do most of our harassing.

The rest are in non-harassing departments that do not allow them contact with the day to day innocents. And at any given moment, only one-fifth of the 60% patrollers are on duty and available for harassing people while the rest are off duty. So roughly, one cop is responsible for harassing about 5,000 residents.

When you toss in the commercial business, and tourist locations that attract people from other areas, sometimes you have a situation where a single cop is responsible for harassing 10,000 or more people a day.

Now, your average ten-hour shift runs 36,000 seconds long. This gives a cop one second to harass a person, and then only three-fourths of a second to eat a donut AND then find a new person to harass. This is not an easy task. To be honest, most cops are not up to this challenge day in and day out. It is just too tiring. What we do is utilize some tools to help us narrow down those people which we can realistically harass.

The tools available to us are as follows:

PHONE: ... People will call us up and point out things that cause us to focus on a person for special harassment. "My neighbor is beating his wife" is a code phrase used often. This means we'll come out and give somebody some special harassment.

Another popular one is, "There's a guy breaking into a house." The harassment team is then put into action.

CARS: ... We have special cops assigned to harass people who drive. They like to harass the drivers of fast cars, cars with no insurance or no driver's licenses and the like. It's lots of fun when you pick them out of traffic for nothing more obvious than running a red light. Sometimes you get to really heap the harassment on when you find they have drugs in the car, they are drunk, or have an outstanding warrant on file.

RUNNERS: ... Some people take off running just at the sight of a police officer. Nothing is quite as satisfying as running after them like a beagle on the scent of a bunny. When you catch them you can harass them for hours.

STATUTES: ... When we don't have PHONES or CARS and have nothing better to do, there are actually books that give us ideas for reasons to harass folks. They are called "Statutes"; Criminal Codes, Motor Vehicle Codes, etc... They all spell out all sorts of things for which you can really mess with people.

After you read the statute, you can just drive around for awhile until you find someone violating one of these listed offenses and harass them. Just last week I saw a guy trying to steal a car. Well, there's this book we have that says that's not allowed. That meant I got permission to harass this guy. It is a really cool system that we have set up, and it works pretty well.

We seem to have a never-ending supply of folks to harass. And we get away with it. Why? Because for the good citizens who pay the tab, we try to keep the streets safe for them, and they pay us to "harass" some people.

Next time you are in my town, give me the old "single finger wave." That's another one of those codes. It means, "You can harass me. "It's one of our favorites..

Westminster Police receives “2009 Lethality Assessment Award”

Westminster Police recognized for combating Domestic Violence

October 30, 2009 by Kevin Dayhoff for the Carroll Eagle

Recently the Westminster Police Department received a statewide recognition from the Maryland Networks Against Domestic Violence.

The “2009 Lethality Assessment Award” was presented to Chief Jeff Spaulding and Lieutenant Misty Budzinski on October 23 at a ceremony in which Governor Martin O’Malley and Lieutenant Governor Anthony Brown also participated.

The award recognizes the work of “individuals and organizations from around the State who excelled in their contributions to the safety and well-being of victims of domestic violence across the State,” according to information provided by the Westminster Police Department.

The web site for the Maryland Network Against Domestic Violence (MNADV) says the advocacy organization “has been working since 1980 to eliminate domestic violence in Maryland through education, training, and advocacy.

“As Maryland's state coalition, the Network works together with local domestic violence programs as well as criminal justice and law enforcement personnel, legal advocates, health care and social service providers, clergy, educators, businesses, community groups, and concerned individuals to promote a coordinated community response to end domestic violence.”

The Westminster Police Department “was selected for the award because they successfully screened 93% of the domestic violence victims that they encountered during the previous year – 56% of these victims subsequently participating in follow-up services with local domestic violence counselors provided through a partnership with Family and Children Services of Central Maryland,” according to information from a media release from the department.

“The Department’s success rates were the highest in the State for the past year. This was the third year for the Lethality Assessment Award Program in Maryland. The Harford County Sheriff’s Office and the Anne Arundel County Police Department were the two previous recipients of the award.”

Maria L. Oesterreicher, the senior assistant state's attorney and domestic violence unit Supervisor for the Carroll County State's Attorney's Office noted that Carroll County “also unanimously won a quarterly award this year that was voted on by the Lethality Advisory Board for having the highest percentage of high-risk clients coming in for services, 56%, with the next closest County being Montgomery with 34%.

“Basically that means that 56% of all victims who completed a Lethality Assessment at the scene of a domestic violence call in Carroll County followed up by seeking services from Family & Children’s Services,” said Oesterreicher.

In a recent interview with Spaulding he noted that in addition to the Westminster department’s care and concern for the welfare of victims of domestic violence; calls for such incidences are a major cause of harm for the responding officers as well as members of the family involved.

Anything that we can reduce those calls is a good thing for everyone involved, said Spaulding.

“Lethality assessment is a quick and accurate way for police officers and domestic violence counselors to determine with a high degree of accuracy the potential for future serious violence or death in a relationship,” Spaulding explained.

“Officers handling domestic violence incidents are required to screen victims utilizing a lethality assessment tool – a survey of 11 validated questions,” according to information from Westminster Police Department.

“Those victims screened as being at “high risk” of future violence, based upon their answers to the questions, are immediately placed in phone contact with a domestic violence counselor who speaks with them about their circumstances and discusses safety planning and the resources available to the victim. The assessment process is being used around the country with excellent results.”

“Having this information while they are still at the scene of a domestic dispute better prepares them to respond to the immediate safety needs of that victim and his or her family,” said Spaulding.

“A critical element of the lethality assessment process is the immediate phone contact with a domestic violence counselor. This takes place on the spot regardless of the time of day. The counselor can speak to the victim in the midst of the crisis and provide them with critical safety information.

“They can also help them understand the full array of services that are immediately available to the victim and their family. This immediate contact greatly enhances the potential that the victim will participate in follow-up services with the domestic violence service provider.”

Oesterreicher said in an e-mail and phone interview: “I think it’s wonderful that the Westminster City Police Department was recognized for their excellent results in completing Lethality Assessments…

“The institution of the Lethality Assessment could very well prove to be one of the most effective tools for victim safety in recent years. Being able to immediately link up victims with counselors is invaluable.

“When I train police officers on domestic violence investigation procedures, I often explain to them that there is a very small window of time in which a domestic violence victim may be cooperative with a police investigation. In certain instances that window may even be closed by the time the police arrive at the scene of the call.

“The Lethality Assessment provides an avenue for the officers to provide immediate intervention for a victim who can talk to a counselor on the scene and learn about cycle of violence, resources and help them develop safety plans before that window of cooperation is closed,” advised Oesterreicher.

Spaulding, Oesterreicher and other officials interviewed on background praised the interagency coordinated multi-jurisdictional approach to domestic violence in Carroll County.

“The citizens of Carroll County are very fortunate that the elected officials in this county recognize domestic violence and see it for what it is – a crime and support all the agencies efforts to hold abusers accountable and maximize the safety of victims through education, safety planning and sheltering,” said Oesterreicher.

“The agencies in this county work very well and very closely together. From the state’s attorney’s office to police agencies, to the counseling agencies, such as Family & Children’s Services, to the Family Law Administration of the Circuit Court, and the Women’s Law Center, who with grant funds, provide attorneys to Petitioner’s seeking protection by way of protective orders. Carroll County is fortunate to truly employ a Coordinated Community Response.”

Spaulding agreed: “one of this would be possible without the support and collaboration we have received from our partners which include our local Domestic Violence Advocate, Cheryl Powers of Family and Children’s Services of Central Maryland, the Carroll County State’s Attorney’s Office and the David Sergeant of Maryland Network Against Domestic Violence.”

Oesterreicher cites that Jerry Barnes, the state’s attorney for Carroll County “recognized the gravity of domestic violence cases immediately when he was elected. In 1997 the State’s Attorney’s Office received the first of many Violence Against Women grants. The grant was originally intended to be for three years only, but we were recently awarded funds for the 13th straight year.

“To date we have received $870,811 from the Department of Justice by way of pass through grants from the Governor’s Office of Crime Control and Prevention. Those awards are based on best practices and results. The fact that we continue to receive funding means we are doing something right.

“The grant funds help support the State’s Attorney’s Office Domestic Violence Unit that consists of a prosecutor, an investigator, and a victim coordinator. We are also very fortunate to have always had the support of the Board of Commissioners,” noted Oesterreicher.

Spaulding said: “I also want to publically acknowledge and thank the dedicated men and women of the Westminster Police Department who have embraced this process and worked very hard to ensure that all of our domestic violence victims are afforded the benefits of this potentially life-saving program.

“I am very pleased that the Westminster Police Department has taken a leadership role in ensuring the safety of domestic violence victims in our community.”

R.I.P. – Dr. Ira Zepp
Kevin E. Dayhoff
Last Saturday word spread quickly throughout the greater Carroll County community that Rev. Dr. Ira Gilbert Zepp, Jr., professor emeritus of the Religious Studies department at McDaniel College, had died peacefully at his home. He was 79 years old.

Santubong, Sarawak, Malaysia – Shhhhhh! It’s a secret! Don’t tell anybody! I want to hoard this event for just my friends! I don’t want anymore people to come. As far as I am concerned, there were just enough people here a weekend or two ago.

“Uppity Negro” vs. “Racist Pig”
Roy Meachum
Any American who can see or hear knows exactly who are the “uppity negro” and the “racist pig.” That’s how each is described by radical elements in both camps. Their names may not be remembered. Their professions are: Harvard professor and Cambridge Police sergeant. The reality will probably offend more Henry Louis Gates, Jr., than James Crowley.

Motorcycle Touring – Part 3
Nick Diaz
Everyone needs to eat. On the road you, the touring motorcyclist, have two choices. You could buy food in a grocery store and prepare it yourself, or you can pay someone else to prepare the food. You cannot just go to the refrigerator and grab something, or drive to your favorite restaurant. While touring by motorcycle, you'll have to get food wherever you can.

Failure may be the only option
Richard B. Weldon Jr.
Okay, by now you have to have spent time wondering why, in spite of all of the rhetoric thrown around over the last few decades, we’re no closer to substantive and meaningful healthcare reform than we’ve been before.

More-on Medicine!
Steven R. Berryman
Call me crazy, but I want to live longer, and into a fruitful old age. All events surrounding healthcare reform convince me of the opposite!

Those Movie Rating
Roy Meachum
Various groups have protested to the media how Hollywood advertises its product to the public; the G, PG, PG13, R and NC-17 appraisals have been found lacking. It seems today that before allowing a child to go off to a moving picture, parents should see the picture first.

So you want to buy a car?
Joe Charlebois
The American automobile industry, General Motors, Chrysler and Ford Motor Co. are publically traded corporations, private industry that – for the most part – has struggled to survive the marketplace in the past two decades. There are a multitude of reasons that the Big Three are failing while their foreign-owned counterparts have tapped into greater percentages of the American market share.

Who is watching the cookie jar?
Chris Cavey
At our family reunion last weekend, conversation turned to Maryland’s politics. Not that political talk is uncommon at this type of gathering, however, this time the facial expressions of the miscellaneous kinfolk gathered for this chat told me there was both interest and concern on many levels.

Summer Reading List
Michael Kurtianyk
Ah! The joys of summer! As the days get longer and I am busy with work, I love beginning the day (6 A.M.) with a cup of coffee, The Frederick News-Post (Washington Post on Sundays), and then a chapter or two of a book I am currently reading. So, I’d like to share with my readers my summer reading list:

Black and blue and stupid, too
Kevin E. Dayhoff
On Thursday afternoon, July 16, the otherwise peaceful and stately Ware Street in Cambridge, MA, within shouting distance of Harvard University, became the latest ground zero for a debate over race relations in our country.

Stranger No More

Kampung Boyan, Sarawak, Malaysia – The sampans ply the Sarawak River between two docks. On one side, where I live, is the city with tall buildings like the Hilton, Grand Margurita (formerly the Holiday Inn), Harbor View Hotel and my 16 story edifice housing my modern condo. These are all at least 10 stories high.

Not Forgotten! Not Quite!
Roy Meachum
To emphasize the new importance America’s current president gives to the war we had been told was finished, The Washington Post prints separately the names of those lost in Afghanistan; they were once “lumped in” with Iraq. Saturday’s edition published Germantown’s Rodrigo A. Mungula Rivas among the other dead soldiers. He was 27.

The Eyes of the Beholder
Farrell Keough
What an interesting week of racism. First we had a non-hearing on the confirmation of a proposed Supreme Court justice. And most recently we had the President of the United States defending a Harvard scholar for incendiary statements toward a policeman. It seems we have finally reached a point where racism is acceptable in some circles, as long as it is the ‘right’ kind of racism.

What are the answers?
Bill Brosius
Circumstances are troubling today. No one in the current Obama Administration seems terribly concerned. The president appears to think they can be ignored, or he can apologize for the USA, and every potential problem will melt away. The axis of evil is no more? Terrorists have mended their ugly ways? There are no latent catastrophic threats for us?

Why Take Back America?
Steven R. Berryman
To the uninitiated, the very concept of a “meet-up group” can be worrisome, and a bit unsettling. With much curiosity about our local splinter organization emerging from the original “Tea Party Movement,” I jumped into the fray last Friday night at the Hampton Inn’s meeting room.
