Four years after his only political loss, the Republican former governor has decided to rejoin the political fray, challenging his political nemesis, Gov. Martin O'Malley.

He announced his intention to run April 7 at a rally in his boyhood home of Arbutus. Since then, he has criss-crossed the state, most recently speaking at a GOP spring convention in Ocean City.

Just an election cycle ago, Ehrlich was telling listeners of his newly christened radio show that Maryland had changed.

In a surprise announcement, former Maryland Delegate Donald E. Murphy (R) has announced that he will be running for governor of Maryland in the September 14, 2010 Republican Primary.

Many political insiders had speculated privately that Murphy, known as the “Don,” in political circles, may toss his hat in the ring.

Murphy, who is also known to have made recent trips to New Hampshire, is also rumored to be a presidential contender in 2012.

Recently, noted political analyst Joe Steffen wryly wrote, “Murphy told me last night that a potential run for governor on his part was ‘in the mix.’ As MD point man for the 2008 McCain Presidential campaign and Senior Advisor to MD GOP U.S. Senate candidate Dr. Eric Wargotz to go with his other credentials, Murphy undoubtedly has a set of...bona fides.

“While discussing a possible gubernatorial run, Don Murphy did joke, however, that he ‘didn’t want to split the Murphy (primary) vote,’ a reference to young GOP businessman and upstart candidate, Brian Murphy, who is already running for governor in the GOP primary,” continued Steffen.

“Who knows? Maybe an actual Ehrlich run will entice Don Murphy into the campaign, concerns over splitting the Murphy vote be damned,” wrote Steffen.

Opening shot across the bow…

Steffen noted, “Beyond then-Governor Ehrlich's 2006 taxpayer-dollar-spending-spree-for-votes, THAT brings us back to the libertarian leaning conservative Don Murphy, who when talking about Mr. Ehrlich in the context of being conservative with the tax dollars offered this priceless observation:

“‘Saying Bob Ehrlich is a fiscal conservative is like saying Ocean Gallery (http://oceangallery.com/) is an art museum.’

“That wasn't the beer and bravado talking - but it was the best line of the night. And, hey, isn't the best humor always rooted in the truth?”

Are you experienced?

Murphy is experienced and known to be comfortable in his own skin and in the political arena.

Murphy previously represented District 12A, which covered portions of Baltimore and Howard County Maryland in the Maryland General Assembly from January 1995 to January 2003.

He is a graduate of Andover High School in Linthicum Maryland and graduated from the University of Baltimore with a degree in real estate in 1983.

In recent years, Murphy has been affiliated with the lobbying firm of Genn & Murphy and is a well known and popular GOP Strategist and advisor to U.S. Senate Candidate Dr. Eric Wargotz of Maryland.

In 1994, Murphy defeated the House Majority Leader in a legislative district that had never elected a Republican, according to the Genn & Murphy web site.

While a member of the Maryland House of Delegates, Murphy was a member of the Judiciary Committee and the Civil Law & Procedure Subcommittee. He served as Deputy Minority Whip from 2002 until 2003. Murphy did not seek reelection in 2002.

The Gunn & Murphy web site also reveals “After his reelection in 1998, he became an unlikely advocate for Medical Marijuana legislation as a result of being approached by a Green Beret constituent who was dying of cancer.

“The passage of the Darrell Putman Compassionate Use Act in 2003 placed Mr. Murphy in exclusive company with substantial national media recognition.

“When The Washington Post, The Baltimore Sun and The Gazette listed their “winners and losers” for the Legislative Session, he was one of three, and the only non-incumbent legislator, named to the “winners” list in all three publications.”

“Murphy, a nationally-known campaign advisor, travels extensively at the request of candidates and focus groups who seek his advice,” according to his web site, Genn & Murphy.

Well-liked, well dressed and handsome.

The handsome, well-dressed Murphy is well-liked on both sides of the political aisle and many keen political observers, speaking on background noted, that he has the best chance of anyone to garner the vote in the General Election this November in the heavily Democrat cobalt-blue state of the Maryland.

“Murphy’s congeniality and work-ethic make him a favorite with members of both Maryland Legislative Houses controlled by Democrats,” notes his web site.

“During Mr. Murphy’s first term, the Guidebook of Maryland Legislators called him ‘the nicest Delegate in Annapolis.’ Near the end of his second term, the Montgomery Gazette concluded in its analysis of legislators that Mr. Murphy was unquestionably ‘liked by everyone,’” according to the Genn & Murphy web site.

“Mr. Murphy’s congeniality and work-ethic make him a favorite with members of both Maryland Legislative Houses controlled by Democrats, in addition to the new Republican Administration that has many of his former colleagues and friends in key policy and decision-maker roles,” notes the web site.

Most of the folks in Maryland tend to be more moderate

In a 2008 interview with MSNBC, Murphy, a political moderate, observed, “Most of the folks in Maryland tend to be more moderate,” said Don Murphy, who is the chairman of the Maryland delegation at the (Republican National) convention.”

The web site also notes that “Prior to running for office, Mr. Murphy held key positions in the commercial real estate field, including real estate analyst for Baltimore City’s Economic Development office and as Director of Leasing for a million square foot office and industrial park….”

Murphy is a life-long resident of Maryland with his wife, Gloria, who will be just as surprised as the “Don” and the rest of us that he is running for governor.

Then again, how could they have known – after all it is April Fools’ Day.

Yesterday, as I walked down Fourth Street in Winston-Salem, North Carolina; I happened to look up at the building at One West Fourth Street, where the offices of “Womble Carlyle” are located and there it was…

It was, well, it was, ah – Gov. Bob.

He’s everywhere… He’s everywhere - - but where we sorely need him these days – in the statehouse in Annapolis, Maryland.

Fortunately I had my camera readily available and snapped a photo. See for yourself.

Governor Ehrlich Announces Plan to Hold Public Hearing on General Assembly’s Electric Rate Legislation

ANNAPOLIS – Governor Robert L. Ehrlich, Jr. today announced he would hold a public hearing on the Maryland General Assembly’s attempt to mitigate rising electricity costs for Baltimore Gas & Electric customers. The Governor will schedule the hearing for early next week.

“Lawmakers had two obligations in the special session: adequately protect BGE customers and toughen penalties on sex offenders who prey on our children,” said Governor Ehrlich. “We agreed on a comprehensive sex offender initiative, but lawmakers fell short of their obligations to BGE customers. I have grave reservations about a plan that forces one million Marylanders to pay $109 million in interest while giving back to BGE $220 million that I had secured for customers. I look forward to a thoughtful, dignified and informative discussion next week with the citizens effected most by the General Assembly’s actions.”

Governor Ehrlich will release a schedule and further details later this week.

Maryland's first Republican governor in 36 years is getting a political baptism of fire as he seeks to implement his conservative agenda in the liberal-leaning Free State.

So far in the current legislative session, Gov. Robert Ehrlich's signature proposal to legalize slot machines is stalled in the General Assembly and his choice to head the Environment Department was rejected by the state Senate. Democrats control the legislature.

"He's really learning on the job," Baltimore Sun Statehouse bureau chief David Nitkin said of the governor's first few weeks in office.

Ehrlich is the first Republican elected governor since Spiro Agnew in 1966 and this is the first time since the Agnew administration that Maryland has different parties in power in the executive and legislative branches. Although legislators from both parties said after last year's election they had high hopes for the new governor, many have now given up hope for a productive legislative session. Ehrlich, a former state legislator and U.S. representative, defeated Democratic Lt. Gov. Kathleen Kennedy Townsend in the race for the state's top office.

The centerpiece of Ehrlich's agenda is to help plug the state's $1.8 billion budget deficit by gleaning revenue from 10,500 slots that would be at placed at four Maryland racetracks. Currently the governor is still ironing out the details and has not submitted a bill to the General Assembly.

Ehrlich's proposal has alienated some of his old friends in the legislature. On Feb. 26, when newly elected House Speaker Michael E. Busch (D-Anne Arundel) questioned why Ehrlich would put slot machines at racetracks in low-income and heavily black neighborhoods, Ehrlich accused Busch of racism.

"Just about everybody was shocked," said House Majority Leader Kumar P. Barve (D-Montgomery). "(It eroded) a tone of civility that has existed in Maryland forever."

In addition to problems with his slot proposal, Ehrlich's nominee for secretary of the Department of the Environment was rejected by the state Senate on March 11. It was the first time in Maryland history that a governor's nominee has been turned down.

Lawmakers and legislative observers are asking if these political missteps can be attributed to growing pains or if this foreshadows four long years of partisan squabbling.

Tom Stuckey, a long-time Annapolis correspondent for the Associated Press, said any governor faced with a budget deficit and trying to legalize gambling would hit roadblocks with a Democratic legislature.

"They've certainly made some missteps but they are trying to learn," said Stuckey, who has been covering the General Assembly for 40 years. "Any one of these [issues] would make for a difficult beginning."

Stuckey also said that legislature has undergone some significant changes, with an unusually large number of freshman legislators and a brand new host of leaders in the House and Senate. Senate President Thomas V. Mike Miller Jr. is the only party leader returning from last year.

In the past, other governors have also gotten off to a rocky start. As soon as Ehrlich's predecessor, Gov. Parris Glendening took office, he was embroiled in a scandal over a pension deal he had arranged from his previous job as Prince George's County Executive. Gov. William Donald Shaefer, Ehrlich's predecessor twice removed, also had a difficult time forging relationship with legislators. Both were Democrats.

Despite Ehrlich's missteps, reporters and legislators say he is a friendly and approachable governor, which should work to his advantage in the long run.

They also say other elements of his agenda are being overshadowed by current problems. Ehrlich's other priorities include charter schools, faith-based programs and Project Exile, a crime-reduction initiative modeled after a Virginia program.
