The National Governors Association recently released a new report on the role that community arts, culture, and design play in job creation and economic growth.

The remarkably creative and thoughtful report, New Engines of Growth: Five Roles for Arts, Culture, and Design, was prepared by the group’s Center for Best Practices, in collaboration with the National Endowment for the Arts and the National Assembly of State Arts Agencies.

The 52-page report itself is an eye-catching and well-designed piece of artwork in its layout and design.

However, even more amazing is that, page-by-page, the report presents a compelling and persuasive case for encouraging community arts and cultural programs, businesses, shops and industry to create economy and jobs – in a manner surprisingly devoid of mind-numbing public policy wonk-speak.

What's in Store: Off Track Art

Two businesses share this artistic space. Walk in the door and on the left, you'll enter Off Track Art, an artists cooperative which currently shows the work of 10 local artists.

On the right is Carousel Stained Glass, with work mostly by owner Roger Lewis, who also teaches locally and shows the work of his students.

From Off Track Art: a 20-inch-x-22-inch mixed media collage displayed in a 6-panel window, titled “Egg Visions” ($250) by Bob Waddell; a 32-inch-30-inch “Reclining Nude” laminated plywood sculpture by Linda Van Hart; and an 18-inch-x-12-inch red and black patchwork small laundry basket ($150) by nationally acclaimed basket maker Joyce Schaum.

WASHINGTON—With concerns over job creation and business growth holding a prominent—and persistent—position on policy agendas today, governors are increasingly finding innovative ways to support economic growth, according to a new report out today from the National Governors Association (NGA).

New Engines of Growth: Five Roles for Arts, Culture, and Design focuses on the role that arts, culture and design can play in governors’ policies to create jobs and boost their economies in the short run and transition to an innovation-based economy in the long run.

In particular, arts, culture and design can assist states with economic growth because they can serve the following roles: 

Provide a fast-growth, dynamic industry cluster;

Help mature industries become more competitive;

Provide the critical ingredients for innovative places;

Catalyze community revitalization; and

Deliver a better-prepared workforce.

“Economic growth is a top priority for all governors,” said Colorado Gov. John Hickenlooper, a member of NGA’s Executive Committee. “They are using an ‘all-hands-on-deck’ approach throughout all state agencies to put in place policies and programs using arts, culture and design as a means to enhance economic growth.

Globalization and the changing economy have affected individual states differently, but all are searching for ways to support high-growth industries, accelerate innovation, foster entrepreneurial activity, address unemployment, build human capital and revive distressed areas. Using the five roles as a framework, state leaders—governors, economic development officials and state arts agencies—have a way to intentionally and strategically make arts, culture and design an important part of an economic growth agenda.

“As I travel across this country, I have found one thing to be true in state after state: art works,” said NEA Chairman Rocco Landesman. “The National Governor's Association has laid out 5 strategies currently employed by states to use the arts to help strengthen local economies and drive innovation. I look forward to working with our network of state arts agencies to support governors in this work.”

When Jerry DeWitt paints a barn, there's a bit of the gentle clanging of cowbells mixing in with the watercolors.

That sound echoes back to his grandfather's Depression-era farm at the end of a lane in Bedford County, Pa.

He was just 2 years old when his father left home for good and the youngster was uprooted from Lansing, Mich., to live with his grandparents.

And in between trips to the pasture to the hand-dug well for another bucket of water, or out to the shed for an arm load of firewood, the sights and sounds and smells of farm life wrapped themselves around Jerry's memory, eventually finding their way to paint and paper more than 30 years later.

A series of artworks depicting an imaginary war between San Francisco and Los Angeles, incorporating more than 120 artworks, including paintings, drawings, prints, faux war posters, maps, diagrams, models, and video documentary.

The project was exhibited at the Laguna Art Museum in Southern California in 2000,

and at the Sonoma Art Museum in Northern California in 2001.

A 45 min. documentary film about the war, inspired by Ken Burns' PBS series "The Civil War", was completed in 2001 and is now available. It was directed by Sean Meredith and made in collaboration with Paul Zaloom."

Seabolt, who was the art department chair at Westminster High School, said that when she was in her 20s she saw a woman exhibiting the now-rare tinsel painting at a fair in Pennsylvania. She was so impressed that she learned as much as she could about the craft; gaining knowledge and skills that she now passes on to her own students in an effort to keep this “dying art” alive. 

Tinsel painting was highly popular in England and France in the 1800s. It started as an artistic way for women to re-purpose foil, or tinsel, as the English called it, from teas that their husbands brought home. Tinsel painting involves painting in reverse on glass with stains and acrylic paint. Once painted, foil, or tinsel, is placed behind the transparency, giving it a glitter.

“Tinsel painting is a beautiful type of art that is not around anymore. I teach it in hopes that the craft will not die out completely” Seabolt said.

Seabolt spends her summers teaching silk scarf painting and tinsel painting at Common Ground held at McDaniel College. The Village East Cinema, located at 181-189 Second Avenue, opened in 1926 as The Yiddish Art Theater in the heart of New York City’s Jewish Rialto district. Designed by prominent Brooklyn lawyer and Jewish community leader Louis Jaffe, the historic building was built as an elaborate, 1265 seat live theater for Yiddish theater pioneer Maurice Schwartz. The interior was designed in the Moorish Revival style that was popular in synagogues at the time, and included a forty-foot ornamental ceiling with a spectacular Star of David in the center that is still present today.
