Perhaps one of the best explorations of the Pathways comprehensive master plan in front of the Carroll County Planning and Zoning Commission is found here in Charles Schelle’s article: Carroll County recommendations for employment zoning campuses stem from 2007 study

So far, most of the feedback I have received from folks who are unhappy with aspects of the plan have based their displeasure on misinformation and incorrect conclusions. Of course the facts of the matter has certainly not prevented some folks with being particular unpleasant…

Perhaps there are indeed problems, maybe not. I’m trying to maintain an open mind.

Carroll County recommendations for employment zoning campuses stem from 2007 study By Charles Schelle Posted on www.explorecarroll.com 6/28/09

Proposals for new employment campuses at Taylorsville and Mount Airy have drawn increased scrutiny — and the wrath of some residents — toward Carroll County’s comprehensive master plan review, known as the Pathways Plan.

More than 900 packed a public hearing at Century High School on June 15 many complaining that the Taylorsville plan, in particular, has emerged without adequate explanation and justification.

[…]

The plan includes many different aspects — Pathways is designed to update the county’s blueprint for land-use, zoning, transportation, county facilities, parks, conservation and other facets.

Yet the biggest issue at recent meetings is residents’ claim of a lack of explanation about the proposed rezoning of residential land, especially in Taylorsville as well as land rezoned south of I-70 in Mount Airy for a new classification — office park and employment zone.

The classification provides space for employment campuses, office, light manufacturing and assembly and limited commercial uses.

Overall, Pathways proposes 3,500 acres of new employment zoning in the county. Taylorsville is the biggest at 1,700 acres; the next is a 600-acre parcel in Mount Airy south of I-70.

The remaining 1,200 acres are divided up in pockets in Finksburg, Woodbine, Westminster, outside of Winfield along routes 26 and 85, and a small parcel off Main Street in Mount Airy.

The current lands are a combination of agricultural, conservation, residential and business uses.

[…]

2007 study set wheels in motion

While residents say the employment campus proposals have come from left field, planners say they stem from a 2007 study, the “Carroll County Economic Development Land and Employment Needs Study.”

The study was performed by Parsons Brinckerhoff-PlaceMaking Team, a New York-based company the county contracted to look at Carroll’s employment zoning needs. Also involved in the study was the Jacob France Institute from the University of Baltimore’s Economic Research Associates.

The study determined that several factors would play in creating the strongest areas for business development in the county. Those factors included:

• Sites designated for growth in municipal plans.

• Land within two miles of a major highway.

• Vacant parcels larger than 25 acres.

• Proximity to high-income areas.

• And “underdeveloped parcels” — those where assessed land values are higherthan the value of the land’s improvements.

The study also recommended excluding agricultural easements. From those factors, the study plotted sites that would qualify — and that turned into the Pathways list.

The Mount Airy tract south of I-70 was a special case. The study stated that a study would be needed there because the 600-acre parcel has issues including lack of direct access, water and sewer service and the site’s designation as an aquifer protection area for the Patapsco River.

But Vivian Laxton, the county government’s public information administrator, said the county also based the recommendations on input from residents.

She said during a 2006 project called “Map It Out” — part of the Pathways outreach process — people suggested grouping development in Taylorsville and in southern Mount Airy.

[…]

… planners said, but they note the 2007 study suggested water and sewer construction — estimated at about $177 million, excluding the cost of new reservoirs — would be needed for all of the employment clusters.

The study addresses some aspects of water and sewer needs, but notes the Route 26 corridor water and sewer estimates are “based on a quick analysis rather than detailed studies.”

Brenda Dinne, bureau chief of comprehensive planning for the county, said consultants are working on a study estimating the water and wastewater needs that the Pathways Plan would present.

That study should be in the hands of the Planning Commission shortly afterJuly 10, she said. That timing, though, will leave only a few days before the commission’s Pathways public hearing on July 14.

But Dinne said a separate hearing will be needed for the proposed rezoning if the planning commission passes it along. That hearing won’t take place until after Pathways is adopted this summer, she said, and could take until December.

Communication issues

Dinne said the county is working to answer residents concerns. She said people are brought in from various departments to help at the information meetings and answer questions — though every staff member might not know all the answers.

“We’re doing our best to answer from the people available,” she said. Laxton said some of residents’ angst might be from misunderstanding the difference between land-use and zoning.

She notes that if a home is on land that is proposed to be rezoned for employment, nothing will change until the homeowner sells and the buyer decides to take advantage of the rezoned classification.

Or, she said, the current homeowner could also turn his or her property into an office park/employment use.

Essentially, she said, the county wants that land to ultimately be used foremployment — but until it is, residential uses would still be allowable.

Pathways: Explaining Carroll's Comprehensive Plan: (Published May 24 - 26, 2009)

Day 1: Overview, the Water Resources Element and how the municipalities fit into the plan

20-year plan provides blueprint for growth
What will Carroll County look like in 20 years?

County, towns work to address water needs
As the county grows over the next 20 years, the availability of water and wastewater and preserving water quality will be major factors.
Municipalities have own plans for future development
Highlights of Finksburg plan draft to be unveiled
Day 2: Residential growth and agricultural preservation

Protecting farmland a priority in Carroll County
With Carroll County’s agricultural and rural heritage, protecting farmland has long been a county priority. This was recognized in the first county master plan in 1964.

Officials anticipate challenges in downsizing zoning
Carroll residents have shown strong support for the ag land preservation program, and Program Manager Ralph Robertson isn’t expecting much of a challenge to those portions of the comprehensive plan. But the proposed changes to downsize the zoning on the county’s conservation zoning is another challenge altogether.
Plan aims to reduce rural development
Day 3: Economic growth and plans for transportation projects

Pathways goal aims to bring jobs to Carroll
Building a community where residents work where they live is the vision guiding Carroll County’s Comprehensive Plan. County officials hope that vision creates thousands of jobs and builds a diverse tax base.

Plan calls for improvement in transportation
Achieving Carroll County’s long-term goal of communities that are easily accessible for pedestrians and bicyclists will require improvements to the county’s sporadic network of sidewalks, paths and trails.

Westminster was all abuzz for the great fly roundup of 1914
Published June 28, 2009 by Carroll Eagle

On Tuesday, June 16, President Barack Obama was interrupted by a pesky, deranged and suicidal housefly during an interview with CNBC's John Harwood.

The drama was captured on video, with a life and death struggle befitting a History Channel segment pertaining to World War II.

It has since unfolded hundreds of thousands of times on YouTube.

One published account referred to the president as "Obamazilla." A writer for the Washington newspaper, Politico, regaled that the "president has been getting lots of kudos for a lightning-fast, Mr. Miyagi-worthy swipe he employed to slay a pesky house fly that was buzzing him ..."

Politico wrote a play-by-play description of the president's performance: " 'Get out of here,' Obama said as the fly buzzed him during his interview. The pest persisted, and when it landed on his left forearm, Obama smacked it. 'Now, where were we?' the president said without missing a beat. Pleased with himself, he added, 'That was pretty impressive, wasn't it? I got the sucker.' "

Many were impressed. That is, with the exception of the People for the Ethical Treatment of Animals. Politico reported that PETA called it an "execution," and wants the commander-in-chief to show a little more compassion to even "the least sympathetic animals."

It made me think that if PETA was alarmed over the president killing a fly, one can only wonder what that organization would have thought of the 1914 "Swat the Fly" campaign in Westminster.

[…]

... reminds me that it was Groucho Marx who once said, "Time flies like an arrow; fruit flies like a banana." When he is not swatting flies, Kevin Dayhoff may be reached at … or visit him at http://www.westminstermarylandonline.net/....

DAYHOFF: Hoffa Field and the Sheathing of the Sword
Published June 23, 2009 by Carroll Eagle, Westminster Eagle

On Saturday, June 10, 1922, the formal dedication of the Hoffa athletic field took place on the campus of Western Maryland College — now McDaniel College.

Of course, many know the field as where the Baltimore Ravens hold their summer practices.

Others know the field for the great tradition of tailgating at McDaniel football games. The running track, which circles the field, is always a favorite spot for health conscious walkers and runners.

Today McDaniel College is accepted as presiding prominently in the center, more or less, of Westminster. However, this was not the case until around the 1970s when housing developments began to grow to the west of the campus.

In 1922, the campus was on the outer western edge of Westminster on the brink of a frontier of forest and farmland that stretched for ten miles until one arrived in Taneytown.

According to a definitive history of the college, “Fearless and Bold,” published just recently by Dr. James E. Lightner; the Geiman property, a 65-acre farm contiguously situated to the west of the campus became available to the college, in 1920, upon the death of W. H. Geiman.

'Year without summer' killed crops ... and created a monster
Published June 21, 2009 by Carroll Eagle, Westminster Eagle

It's halfway through June, and for those of us who love Maryland's melting heat and humidity, many are wondering — where is summer?

For me, though, thoughts turn to the birth of Frankenstein.

First things first. In 1816, there really was a "year without summer." Carol Lee, in her book, "Legacy of the Land," explains that the year without summer caused quite a bit of hardship in Carroll County. "Farmers in Maryland and elsewhere would remember 1816 as ... 'eighteen hundred and starve-to-death.' " According to Lee, there were freezing temperatures well into June.

What caused the year without summer? According to a July 2002 article in Smithsonian magazine, "Blast from the Past," by Robert Evans, the agricultural and economic catastrophe of 1816 was a volcanic winter, caused by the eruptions of Mount Tambora on the island of Sumbawa, in what we now know as Indonesia, April 5-15, 1815.

Is it wrong that I don't care?

In the last week three celebrities have died. Ed McMahon, Farah Fawcet and now Michael Jackson. I was briefly saddened by all of those deaths, especially Farah’s because of her long, painful battle with cancer. She was definitely a female icon - I mean her hairstyle defined a generation of women.

Along the same lines, Michael Jackson defined an entire genre of music - he was thrust into the spotlight at the age of 6 and never got a break from it.

McMahon was a regular on the Tonight Show, host of Star Search and those publisher clearing house things - he was a household name.

So I'm not surprised the world is saddened by their deaths.

However, I am surprised that Michael Jackson's death has taken over every single news outlet in the country (I'm not so sure about elsewhere) and I just read on CNN that his death took over the internet yesterday as well, and almost took it out.

[…]

I just can't really comprehend it. There are people out there in this world actually mourning the loss of these people. Having memorials, putting flowers on their Walk of Fame stars and all sorts of other things and it just weirds me out.

[…]

There are more important things to worry about today, like how to get the GOP to get their heads out of their asses and admit there is no such thing as the "sanctity of marriage," (thank you S.C. Gov. Mark Sanford and all you other philandering politicians) while the rest of us try to get more women, minorities and gay men/women into public office.

Charles Theatre to show Kubrick’s “Lolita”

Charles Theatre to show Kubrick’s “Lolita”

Stanley Kubrick’s 1962 LOLITA plays three times this week in the revival time slots:

Saturday July 4 11:30 AM (please note the earlier-than-normal showtime); Monday, July 6 7 PM; Thursday, July 9 9PM.

Wild, marvellously enjoyable comedy, adapted from Nabokov's novel. James Mason is the lover of little girls, the smiling, obsequious, phony Humbert Humbert; Shelley Winters is Charlotte Haze, the culture vulture rampant; Sue Lyon is her sexy daughter, Lolita; and Peter Sellers (at his most inspired) is Quilty, Humbert Humbert's walking paranoia....

LOLITA is black slapstick and at times it’s so far out that you gasp as you laugh. An inspired Peter Sellers creates a new comic pattern--a crazy quilt of psychological, sociological commentary so “hip” it’s surrealist. (Pauline Kael)

Although he denies being a Cylon

Although he denies being a Cylon

December 5, 2008

Although he defiantly denies being a Cylon, or that he knows anything about Hera Agathon, the 12 Colonies, or Renoir; Kevin Dayhoff claims to know a great deal about the “first Cylon War,” only because he is an economic historian.

Nonetheless, he bids you a warm
welcome to the machine.

He has been known to have a great deal of affection for toasters, and possesses and
unblinking eye, yet he refuses to shed a teardrop or be a writer that is dissolved, or be boxed-in about likes and dislikes; and has a certain fondness for Betty Blue, Easter Eggs and thinks Beatrice Dalle is pretty killer.

Known to be
synchronized in his own head, ten years after, 50,000 miles beneath his brain, he seems to enjoy extending upon his immediate environment a projection of his day dreams which he claims will change the appearance of his immediate environment.

Nevertheless, at the end of a long day, it does appear that some deterioration seems to result in his appearance, which causes some folks to wonder…

And that’s
the final scene as the white cat asks “Are you writing?”

This Day in History: Workers assemble first Corvette in Flint, Michigan

June 28: General Interest
1953 : Workers assemble first Corvette in Flint, Michigan

On this day in 1953, workers at a Chevrolet plant in Flint, Michigan, assemble the first Corvette, a two-seater sports car that would become an American icon. The first completed production car rolled off the assembly line two days later, one of just 300 Corvettes made that year.

The idea for the Corvette originated with General Motors' pioneering designer Harley J. Earl, who in 1951 began developing plans for a low-cost American sports car that could compete with Europe’s MGs, Jaguars and Ferraris. The project was eventually code-named "Opel." In January 1953, GM debuted the Corvette concept car at its Motorama auto show at the Waldorf-Astoria Hotel in New York City. It featured a fiberglass body and a six-cylinder engine and according to GM, was named for the "trim, fleet naval vessel that performed heroic escort and patrol duties during World War II." The Corvette was a big hit with the public at Motorama and GM soon put the roadster into production.

On June 30, 1953, the first Corvette came off the production line in Flint. It was hand-assembled and featured a Polo White exterior and red interior, two-speed Powerglide automatic transmission, a wraparound windshield, whitewall tires and detachable plastic curtains instead of side windows. The earliest Corvettes were designed to be opened from the inside and lacked exterior door handles. Other components included a clock, cigarette lighter and red warning light that activated when the parking brake was applied--a new feature at the time. The car carried an initial price tag of $3,490 and could go from zero to 60 miles per hour in 11 or 12 seconds, then considered a fairly average speed.

In 1954, the Corvette went into mass production at a Chevy plant in St. Louis, Missouri. Sales were lackluster in the beginning and GM considered discontinuing the line. However, rival company Ford had introduced the two-seater Thunderbird around the same time and GM did not want to be seen bowing to the competition. Another critical development in the Corvette's survival came in 1955, when it was equipped with the more powerful V-8 engine. Its performance and appeal steadily improved after that and it went on to earn the nickname "America's sports car" and become ingrained in pop culture through multiple references in movies, television and music.
